| Abstract: | A commercial fishing mogul from the South Coast who is known as “ The Codfather” by locals has agreed to plead guilty to charges that he mislabeled fish to boost profits. Carlos Rafael, 65, of Dartmouth, is scheduled to appear before US District Judge William G. Young on March 16. Lawyers have not said whether Rafael has made an agreement with prosecutors. His attorney, William H. Kettlewell, could not be reached for comment. |
